NOTE:1. Local Control (Takeoffs & Landings)
There are typically 2 Local Controllers active at a time. JFK divides its runway operations into two distinct sectors, each monitored by its own local controller on dedicated radio frequencies: [1]
Controller 1: Manages Runways 4R/22L and 13L/31R.
2. Taxiing (Ground Control)
There are usually 2 Ground Controllers working simultaneously during peak traffic. Because JFK is a massive airport with complex intersecting taxiways, the ground movement area is split into two active sectors: [1]
(Note: They are assisted by independent Ramp Controllers managed by the airlines or the Port Authority, who handle the tight confines immediately around the terminal gates before aircraft enter the FAA taxiways). [1, 2]
3. Departure Control
There are 0 departure radar controllers inside the physical JFK tower cab.
While the Local Controllers physically clear the aircraft to "depart" the runway, once a plane lifts off and climbs past roughly 2,000–3,000 feet, it is immediately handed off to a separate off-site radar facility. Departure control for JFK is handled by New York TRACON (Terminal Radar Approach Control) located in Westbury, Long Island. In that off-site facility, several departure sector controllers handle JFK's outward traffic flow depending on the direction the planes are flying (e.g., heading North, East, or West). [1, 2, 3, 4]
