Disable functions such as runway access permission

It is recommended that when instructions such as "enter the runway and await clearance for takeoff" have been issued, if the aircraft’s nose wheel has not crossed the stop line, the aircraft may be instructed to delay entering the runway or to suspend its runway entry clearance, in order to prevent insufficient separation between aircraft caused by operational errors.
