You should be able to issues commands not yet completed. For example, if you give take off clearance, and the plane has not reached the end of a taxi way, you should be able to tell it to hold short or line up and wait. There should be almost no case where you have no commands available. If you give a bad command (wrong plane selected) you have not recourse in some cases.

    Yes, We need to be able to cancel our instruction any time. In the real world, ATC can tell pilots to cancel the takeoff roll even after it started to accelerate. So we need the ability to cancel takeoff clearance, cancel landing clearance (it’s not a go around. It’s more like continue approach but you’re not cleared to land.), and we also need a way to tell aircrafts to stop where they are very quickly.
