Issue Any Command

You should be able to issues commands not yet completed. For example, if you give take off clearance, and the plane has not reached the end of a taxi way, you should be able to tell it to hold short or line up and wait. There should be almost no case where you have no commands available. If you give a bad command (wrong plane selected) you have not recourse in some cases.
