Allow strips to be sorted (have different bays)

ATC strips should be sorted according to the aircraft’s location or activity (called ‘bays’). For example on ground frequency, aircraft should be separated into different bays such as requiring crossing a runway, ground north vs south, ground east vs west (when multiplayer function or AI becomes available), and for tower frequency, each runway or group of runways should have its’ own bay.
