A plane taking off got stuck on the runway

After issuing the "Wait on the runway" command to the aircraft, it suddenly came to a stop just before reaching the end of the runway, and it was not possible to issue the "Permission to take off" command.

    是的，我是在济南下达跑道外等待命令后，起飞和跑到内等待指令完全变成灰色无法操作，只能让飞机在跑道滑行联系地面再联系塔台才恢复正常
