The "hold on the runway" instruction can sometimes result in the aircraft taking off immediately

Two aircraft were waiting off the runway. The first, CSN9190, was cleared for takeoff, while the second, CSC9618, was instructed to wait on the runway. CSN9190 took off normally, but CSC9618 began the takeoff procedure immediately after entering the runway.
