The instructions for Level 3 of the tutorial are grayed out and the game is frozen

In the second intrusion simulation of Level 3 of the tutorial, the system requires you to issue "Permit Takeoff" commands to CHH8765 and CSN8765 in sequence. However, after issuing the command to CHH, the game pauses and prompts you to issue a command to CSN. At this point, all commands on the command panel are grayed out, preventing you from issuing the "Permit Takeoff" command, and the game is stuck here.
