Ground radio operation failure

Ground radio operations are unavailable, but the ground radar displayed for taxiing can be activated. Clicking "Confirm" has no effect and returns to the radio interface. After exiting the aircraft, taxiing operations remain unavailable, maintaining an "No Commands Available" status. Tower radio operations remain unaffected.
